FCC Chooses Not Regulate Internet Telephony…Yet

The FCC has briefly scrutinized Internet telephony and is deferring any
action against ITSPs. In its April 10 report to congress, the FCC stated that
Internet telephony services that use traditional phones appear to fall
under the Telecommunications Act of 1996’s definition of telecommunications
services. However, the FCC has decided that it needs more information
regarding Internet telephony service offerings before it can legally
extract any universal service fees.



Lucent to Resell RADVision Gateways

Lucent has announced that it will resell RADVision’s OnLAN L2W-323 Gateway.
The gateway will enable users of Lucent’s DEFINITY Enterprise
Communications Server(ECS), DEFINITY ProLogix solutions, MultiMedia Call
Handling, and MultiPoint Conferencing Unit (MCU) to exchange voice, video
and data with H.323 clients. In addition, the gateway will allow Lucent’s
MultiMedia Communications eXchange (MMCX) clients to communicate with H.320

The L2W-323 is a standalone gateway that translates circuit-switched
H.320-based protocols into H.323 IP packets and vice versa. It supports
voice calls as well as H.320 videoconferencing sessions. The L2W-323
enables users to exchange audio, video and data in real-time at 64kbps,
128kbps, 256kbps or 384kbps. It features IVR capabilities, echo
cancellation and DTMF support. The L2W-323 supports up to eight
simultaneous voice calls or four simultaneous video calls. Users of a
L2W-323-enabled network can also benefit from end-to-end support for T.120

The DEFINITY ECS and ProLogix solutions are the foundation for Lucent’s
communications offerings for mid-size to large business enterprise
customers. The combination of DEFINITY and the gateway will allow
collaborative conferencing with users of IP based networks. DEFINITY’s
MultiMedia Call Handling feature will enable gateway users to establish
on-demand voice, data and video calls at their desktops.

Lucent’s MCU is an H.320-based audio, video and data conferencing bridge
that enables the hosting of worldwide multi-party face to face
conferences. It will support up to 16 parties on the same screen at once.
The gateway will allow MCU users to have videoconferences that include
H.323 endpoints.

Lucent’s MMCX supports H.323 IP-based protocol and allows spontaneous
multi-party conferencing. The gateway will allow MMCX clients to
communicate via H.320 endpoints.

Pricing for the gateway starts at $7,650. It will be available worldwide
in June ’98.

In a separate announcement, Ascend and Natural Microsystems will use
RADVision’s H.323 Protocol Stack as key components of its VoIP H.323
compliant products. Ascend has licensed the protocol stack to enable its
MAX Family of WAN Access Switches to act as VoIP gateways. Natural
MicroSystems has licensed the protocol stack for use with its Fusion 2.0
H.323-compliant IP telephony platform.

DSPR Unveils TIGER 6201/PCI Development Board

DSP Research has announced the introduction of the TIGER 6201/PCI, a DSP
development system based on the TMS320C62x family of DSPs from Texas
Instruments (TI). The TIGER 6201 features the TMS320C6201 DSP, a VLIW
processor based on TI’s VelociTI architecture. The ‘C6201 on the TIGER 6201
delivers 1600 MIPS and 400 MMACS. The jumper configurable memory
architecture of the board includes 1 Mbyte of SBSRAM, 128 kbytes of SRAM,
512 kbytes of FLASH, and 16 Mbytes of SDRAM.

The board features a MVIP interface that provides access to 256 64 kbps
PCM channels. It also enables designers to incorporate the TIGER 6201 into
MVIP based computer telephony platforms. For direct connection to the PSTN,
designers have the choice of a T1/E1 interface or a RJ-11 analog
telephony interface.

The stereo 16-bit 48 kHz codec provides CD quality analog I/O through
standard mini-jack connectors. For real-time instrumentation, the TIGER
6201 provides four 12-bit digital to analog converters (DACs). The DACs
allow modem designers to monitor multiple modem constellations and eye
diagrams in real-time.

The TIGER 6201 development tools include TI’s Optimizing C compiler with
assembler, linker and loader, and the Code Composer or DB6x C Source Level
debuggers. For software development, the TIGER 6201 comes with the TIGER
QuickSTART Operating Environment. It provides the DSP programmer with a
complete software development environment, including device drivers, DSP
memory allocation, buffer handling, and standard I/O to the host.

Single board pricing for the TIGER 6201/PCI starts at US $4,995.

Deutsche Telekom Lauches IP Telephony Trial

Deutsche Telekom has announced the introduction of T-NetCall, an Internet
telephony service trial based in the US. Users of the service will call a
local New York phone number, enter the number to be called, an 8-digit
personal card number and a 4-digit PIN number. Calls will be billed in 6
seconds increments with an initial minimum billing period of 30 seconds.
24×7 flat rate prices have been established varying from 19 cents per
minute to 99 cents per minute, depending on the terminating location.

Deutsche Telekom will limit the availability of the trial service to 20
countries. It will allow phone to phone connectivity from New York to
Australia, Brazil, Britain, Canada, China, France, Germany, Hong Kong,
India, Israel, Italy, Japan, Mexico, the Netherlands, the Philippines,
Russia, South Korea, Spain, Switzerland and Taiwan. Deutsche Telekom is
also considering the addition of fax-to-fax services during the trial.

Users of the trial service will not pay installation fees or monthly
subsription charges.

IDT Acquires InterExchange

IDT has announced its acquisition of InterExchange. The transaction is
valued at approximately $120 million in cash and stock. The acquisition is
subject to a Hart-Scott-Rodino approval.

InterExchange provides satellite frame relay networking and carrier-grade
Internet telephony to over 20 international destinations. It also operates
an international debit card platform.
